What the Council does
The National Tripartite Social and Economic Council convenes representatives of the Ukrainian government alongside representative employers' and workers' organizations. According to the ILO, its purpose is to develop common positions and recommendations on economic, social and labour policies, giving the three sides a platform to reconcile interests and help shape reforms affecting the world of work.
The ILO described the Council's return to active work as an important step for social dialogue as Ukraine advances recovery, EU accession and major labour market reforms. The agency said a functioning Council can make tripartite dialogue more regular and results-oriented, including by agreeing clear priorities, strengthening follow-up on decisions and ensuring consultation happens early enough to inform policy.
ILO participation and support
Peter van Rooij, ILO Regional Director for Europe and Central Asia, and Aida Lindmeier, Director of the ILO Country Office for Ukraine, took part in the Council meeting on 7 October. Van Rooij said effective social dialogue builds shared ownership of difficult reforms and strengthens trust, while Lindmeier said the ILO stands ready to help translate priorities into an actionable workplan and support its implementation.
The ILO said it has a longstanding partnership with Ukraine's tripartite constituents and will offer technical expertise, capacity development and comparative experience, including on labour law reform and labour market institutions. The agency also linked the Council's reactivation to Ukraine's Decent Work Country Programme 2026–2029 and the wider recovery and EU accession agenda.
